Teaching and Learning Charter
Committee Authority
Pursuant to Resolution 2012-BOE28, dated November 7, 2012, the Board of Education of the Kingston City School District established a Teaching and Learning Committee to assist the Board in the oversight of curriculum issues.
The committee meets with Teaching and Learning administration at least quarterly to discuss and oversee curricular decisions and implementation. The committee focuses on three core areas: equity and access, support and enrichment, and academic performance.
Mission
The Teaching and Learning Committee provides independent assistance to the Board in the oversight of curriculum and instruction. The committee works with the Teaching and Learning division and other administrators to ensure the effective and equitable implementation of KCSD's instructional program and social emotional learning objectives.
Equity and Access
- Equitable educational opportunities across all schools
- Access to academic and extracurricular opportunities for all students
- Differentiated instruction that supports students of differing abilities and backgrounds
- Diversity among KCSD faculty and staff
Support and Enrichment
- Opportunities for support and enrichment at the elementary, middle, and high school level
- Implementation of AIS/RTI
- Implementation of SEL initiatives
- Implementation of programs for students with disabilities
Academic Performance
- Growth in student performance across local, state, and national testing measures, and graduation rates
Composition
The committee is a committee of the Board, consisting of:
- Up to four Board members
- The Superintendent or their designee
- The Deputy Superintendent for Teaching and Learning
- Assistant Superintendents as needed
- Staff from the Department of Diversity, Equity, and Inclusion
- Other faculty and staff as needed
- A community member (optional)
Duties and Responsibilities
- Monitor student academic performance
- Discuss plans for enhancing student performance, including changes in programming, course offerings, and school schedules
- Review corrective action plans
- Discuss opportunities for enrichment, support, and access to academic and extracurricular opportunities with an equity lens
- Bring community input to the committee and board
Membership Standards
Good Faith — Members shall perform their duties in good faith, in a manner they reasonably believe to be in the best interests of the committee and the district, with the care of a generally prudent person in a similar position.
Confidentiality — Members may have access to confidential information in the course of their duties and are obligated to maintain that confidentiality.
Oath of Office — All non-Board members of the committee shall be administered the district's oath of office by the district clerk.
Meetings and Notification
The committee meets a minimum of four times per year. Agendas are determined in advance of each meeting. Any Board member who is not a committee member may attend as an observer.
The committee prepares minutes for each meeting, which include:
- A copy of the meeting agenda
- Date, attendance, and location
- A brief summary of topics discussed or presented
- A record of all actions or recommendations agreed to by the committee
Decision-Making
Recommendations are reached by consensus — defined as an acceptable solution all members can agree to support. If consensus cannot be reached, a simple majority vote of voting members applies. A quorum is a simple majority of total membership; meetings may not be conducted without a quorum.
Reporting Requirements
The committee reports its activities to the Board of Education and is required to:
- Report on the scope and breadth of committee activities to keep the BOE informed
- Make meeting minutes and work session records available
- Report on matters that should be disclosed to the BOE
Charter Review
The committee assesses and reports to the BOE on the adequacy of this charter annually. Recommended modifications are presented to the BOE in writing for review and action.
